3rd Quarter Membership Meeting Minutes

September 13, 2026

Board members present were Secretary Jamie Baker, Treasurer Sharon Albrecht, and Member-at-Large Linda Schreiber. Ten members of the RRVE community were present. The guest speaker was Commissioner Tim Prather.

The meeting was called to order by Linda Schreiber.

Pledge of Allegiance

Jamie Baker asked for a vote on accepting the minutes of the June 14, 2026, second quarterly RRVE meeting. Members present voted to accept the minutes.  

Linda Schreiber discussed the upcoming elections in October 2026. Anyone who wants to run for a position on the Board needs to have their biographies submitted by October 9.  Ballots will be sent by mail around October 29, and mail-in ballots will be mailed around October 29. Voting will also be available online through the RRVE website.

Guest speaker, Commissioner Tim Prather, discussed a few things going on in Lincoln County. Lincoln County, the Emergency Watershed Protection (EWP) Buyout Program, and the USDA Natural Resources Conservation Service (NRCS) are working together to purchase homes on a voluntary basis from homeowners who were affected by the 2024 Southfork fire and flood, and their homes are now in a flood zone. And the Wildlife Urban Interface encourages a shared stewardship between U.S. departments responsible for public land and private landowners to take steps better protect their homes and properties.

Commissioner Prather also said the paved circle drive though RRVE will be completely redone beginning in the Spring of 2027, and it will take about a year to complete. In addition to new paving, drainage pipes will be replaced with block drainage, and cul-de-sacs are slated for repair. This project will cost about $8 million.  

Someone brought up the issue of people constantly speeding through the neighborhood, including Sheriff’s deputies who live here, and Commissioner Prather said he would talk to the Sheriff about it.

Bobby Smart asked about the alert system that past president Al Cavazos had want to be implemented.  And he suggested that we have Russ from Rainmakers come and talk at our next quarterly meeting in December.
