2nd Quarter Membership Meeting Minutes

June 14, 2026

 

Ten members of the RRVE community and all members of the Board were present.

The meeting was called to order by President Lee Baker.

Pledge of Allegiance

Linda Schreiber began the meeting by thanking Debbie Dean for all the work she did as the chair for the Welcome Committee. Debbie has resigned, and the Board is looking for someone to take Debbie’s place.  Linda explained what the Welcome Committee does and asked the members to let her know if they or anyone they know would like to be the new chair.   

Linda also stated that we need someone to be the organizer for the neighborhood picnic that were planning to have in September.

Lee Baker mentioned that some people are having issues with their mail service and asked if anyone had been having any issues. One member mentioned that some people are not getting their mail. Some big packages have been put in the wrong mailboxes, and some people have been nice and have taken the packages to who they’re addressed to. Another member said she took several pieces of mail that weren’t hers to the post office and told the person at the desk they were in the wrong mailboxes.  

Lee Baker stated that dumping slash in the community is prohibited. He explained that a new resident in the community cut down trees and cleaned debris from his property and then dumped the slash in different areas of the community. There was a discussion about a couple of people taking advantage of the slash pickup, and the man who provided that service will not be picking up slash for a little while so people will be responsible for removing their own slash. And some contractors have been dumping slash around the neighborhood. RRVE has not budgeted to pay for slash pickup and that is something that needs to be discussed and voted on.

Lee Baker began a discussion about short-term rentals in the community. Jamie Baker then read the current CCR’s about short-term rentals, “no overnight, weekend, weekly, i.e. short-term rentals of residences are allowed.”  She explained that the State of NM does not have a set timeframe for short-term rentals, and that the term “short-term rentals” generally refers to dwellings being rented out for 29-30 days or less. She then read information for four different communities in New Mexico showing that they go by the 29-30 day timeframe. A few people from RRVE community think that six months should be considered as a short-term rental. One member asked if there could be a resolution specifically for people to be able to have short-term rentals in the community, and there was some discussion about it.

Sharon Albrecht talked about finances. A bump gate was purchased for the emergency exit for the community, and RRVE paid half of the amount and Rainmakers paid the other half. RRVE paid for the survey for the gate which was done prior to the gate being put in. Rainmakers will maintain the road for the emergency exit. The annual fee for the RRVE post office box was paid. One of the members asked about the new mailboxes that are supposed to be installed. Sharon stated that she needs to get the phone number for the rancher who owns the land that the current mailboxes are one so the postmaster can talk to him about using more of his land to install new mailboxes and package lockers. Sharon stated that the postmaster, Cameron, went to a class in Texas and found out that the post office can pay for mailboxes, package lockers, and install them.

Terry Roland then discussed three new homes in the community, and one of them was put in without permission. Utilities for two of the homes are still being worked on, and Terry is working with the owners of the third house to get everything done as it’s supposed to be done. Some people that own a house on Little Big Horn Rd. want to build a large shed on their property, and Terry is waiting for a few people to approve the plan so the owners can start building the shed.

Matt Christian used to work for the Sheriff’s Dept., and he ended our meeting with a talk about the signs to look for to know if someone is under the influence of a drug, and what drugs are the most prevalent in our area.
