4th Quarter Membership Meeting Minutes

December 13, 2025

The meeting was called to order at 10:04 by President Al Cavazos

Pledge of Allegiance

Approval of prior meeting minutes was seconded and approved by a majority vote.


Al Cavazos provided an update regarding the progress of establishing the emergency

exit route through Rainmaker's.



This included meetings with Rainmaker's owner, Bill Vaughn, as well as Representative Harlan Vincent. He expressed optimism about the advancements made thus far and affirmed that support would be given to the incoming board to ensure the process is brought to completion.


Undersheriff Alex Trujillo addressed concerns related to speeding within the neighborhood. He noted that staffing remains limited, with only three deputies available, which has impacted enforcement efforts. Additionally, he advised residents to advocate for the installation of speed bumps, clarifying that county policy does not prohibit consideration of such requests.


Al introduced two new board members attending the meeting, Samantha Samaniego and Terry Rolan. In response to questions concerning their official roles, he indicated that their specific positions- aside from Samantha serving as Treasurer-would be determined by the new board upon assuming office.


Anne Speights reviewed the association's financial statements, reporting that the AR aging balance has declined to under $20,000. She noted that approximately six accounts are under payment agreements, with additional arrangements pending. Anne also highlighted the positive feedback received regarding property maintenance requests, stating that the majority of owners have complied. Furthermore, she observed an increase in the usage of the neighborhood website and encouraged all attendees to monitor it regularly for important updates.


Dea Million, the website manager, recommended posting information on the upcoming Christmas light contest on the website, including the criteria for selecting winners.

A prize drawing was conducted for members registered on the website, with winners set to receive their awards the following week!


The meeting adjourned at 11:53 a.m., after which pizza was served.

I am just now discovering this website and love it! I am extremely pleased to know that the HOA is working on an emergency exit route. Thank you to the Board for working on this.
